$250 to help students in need graduate

WHO?
Final year students who have paid for most of their degree (often around $3,000 per program) but owe a relatively small amount (e.g. $250) to graduate. With this scholarship, they can graduate on schedule, qualified for a paying job in their field.
WHY?
Most students pay for university education with help from their family and friends. This personal support network is sufficient for them to complete their degree. However, the students who apply for this scholarship have faced unanticipated obstacles: a parent loses a job, drought ruins the family income, an uncle dies, etc.
